Toofan 2.0

Operation Toofan 2.0

🛡️ Background and Objective of the Project

Kerala Police's flagship anti-narcotics initiative, 'Operation Toofan', achieved major success in its first phase by dismantling drug supply networks, uncovering interstate connections, and freezing the financial sources of organized drug syndicates. However, strict law enforcement actions alone cannot provide a permanent solution. The fight against drugs requires reducing the demand for drugs, early-stage interventions, treatment, rehabilitation, and social reintegration starting right from the grassroots level.

Against this backdrop, the second phase of Operation Toofan is envisioned not merely as a police-centric action, but as a comprehensive 'People's Movement'. Through the coordinated intervention of Local Self-Government Institutions, Kerala Police, Kudumbashree, Health, Education, Social Justice, and Youth Affairs departments and systems, the objective of this phase is to expand anti-narcotics activities from police stations to wards, households, educational institutions, and workplaces.

Beyond punitive measures, the core objectives of the second phase are to proactively identify victims, ensure necessary counseling, treatment, de-addiction services, and psychological support for those vulnerable to or already caught in drug use, and build a strong social defense against the spread of narcotics.

⚡ Key Strategic Objectives

1. Reducing Drug Demand

Bring down social interest in drugs through strong grassroots public interventions. Reduce the attraction and likelihood of use through awareness, family-level engagement, and youth participation.

2. Ward-Level Vigilance System

Transform all 20,999 wards across the state (Panchayat/Municipality/Corporation) into primary social intervention hubs for anti-narcotics activities.

3. Holistic Rehabilitation

Instead of treating drug dependents as criminals, provide them with counseling, medical treatment, de-addiction services, and psychological support to reintegrate them into normal life.

4. Secret Intelligence Gathering

Strengthen systems allowing the public to safely and confidentially report information regarding drug sales, distribution, usage, and local hotspots to the police.

5. Youth and Student Participation

Channel the energy and talents of youth and students into sports, arts, cultural activities, and social service to create a social environment safe from drugs.

👥 Grassroots Execution: Ward-Level Vigilance Committees

The success of Operation Thoofan Phase 2 relies on robust, continuous grassroots public engagement. Ward-level vigilance committees will be streamlined with the active participation of public representatives, Janamaithri police officers, health and education workers, Kudumbashree representatives, youth and student representatives, and volunteers.

These committees will identify local drug-related issues, coordinate awareness and preventive measures, and connect individuals and families to relevant departments and systems when necessary.

📅 State-Level Inauguration and Action Programs

The state-level inauguration of the 'Operation Thoofan 2.0' project was officially launched by Hon. Kerala Chief Minister Shri V.D. Satheesan on 28.09.2026 at A.R. Nagar Grama Panchayat, Malappuram District at 11:00 AM. Ministers, people's representatives, and senior officials attended the ceremony. The inauguration event was live-streamed with the assistance of KILA, and parallel events were organized across all local bodies in the state.

  • Following the flag hoisting ceremony, the Thoofan Pledge was taken, Thoofan Warriors were announced, and 'Thoofan Warrior' badges were distributed.

  • An awareness class and video screening were conducted under the leadership of a police officer of Sub-Inspector rank.
